On August 29, Hou Changlin, president and deputy secretary of CPC Committee of Tongren University, attends the “Two-Learn and One-Act” Learning and Education Seminar of the Seventh CPC Branch as an ordinary CPC member, and has discussion with the Branch members. Hou stresses that the "Two-Learn and One-Act" learning and education should be carried out giving consideration to the actual situation. CPC members should always think how they should act as a satisfactory CPC member, and should their acts should not be limited by the documentation. Furthermore, Hou criticizes empty talks and slavishness.

At the Seminar, the attendants have learned spirit of the Accountability Rules of the Communist Party of China, the Rules for Work of Local CPC Committees, and the Rules for Work of Leading CPC Group (Tentative), and the Notice on Holding the Third Seminar on "Two-Learn and One-Act" Learning and Education issued by the Organization Department of CPC Tongren University Committee. Discussion about "morality and behavior" is conducted among the attendants.
